Obtaining A Certificate of Residence During COVID-19

In order to obtain a certificate of residence for Community Colleges in New York State, you must submit an application with proof of residency. You may download the Certificate of Residency application by clicking on the "Download Application for Certificate of Residency" button belwo.

You may submit the application one of several ways:

  • In-person
  • Email
  • Mail
  • Fax

You must also submit a copy of proof of at least 6 months of Oneida County residency with the application.

Acceptable Identification DocumentsL

  • Driver's License issued at least one year ago showing Oneida County address
  • USPS change of Address form
  • Voter Registration Card
  • Form IT-201 NYS resident income tax form
  • FAFSA or NYS TAP documentation if address is listed
  • Car registration
  • Property tax bill or other tax bill showing proof of address
  • High school transcript
  • Bank statement
  • Prior year income tax return
  • Utility bill
  • School Tool Profile
  • Social Service Documentation if address is listed
  • VISA or other immigration documentation showing U.S. citizenship/New York doicile
  • Mail post-dated at least 6 months ago
