2023 Oneida County Budget Approved

No Increase to Property Tax Levy for Tenth Straight Year

Oneida County Executive Anthony J. Picente Jr.’s 2023 budget and capital plan were approved by the Board of Legislators today.

The $494.7 million balanced budget features no increase in the property tax levy for the tenth year in a row.

“With over 25 departments, five countywide elected officials and the Board of Legislators, the everyday work we do is easy to take for granted and often goes unseen by the public,” Picente said. “We tackle the problems that larger governments either refuse to address or are unable to solve, and the facts are clear. Our sound fiscal stewardship has created the means to make real investment and progress. All while protecting the long-term financial future of our taxpayers.

“Ten years of holding the line and protecting taxpayers with zero increase to the property tax levy is an incredible accomplishment. I thank the Board of Legislators for voting to adopt my proposal with minimal adjustments and for continuing Oneida County on the right path forward.”

The 2023 budget appropriates $131.9 million in sales tax revenue, $23.8 million in Oneida Nation revenue and retires $19.3 million in debt. The 6-year capital plan totals $139.9 million.

The 2023 budget invests in community assets and agencies that strengthen Oneida County and the region, such as:

• • $14.2 million for mental health and suicide prevention for veterans
• • $885,000 for Cornell Cooperative Extension
• • $800,000 for local libraries
• • $400,000 for Mohawk Valley EDGE
• • $300,000 for the Utica Zoo
• • $200,000 for local humane societies

The county’s American Rescue Plan Act funding is not included in the 2023 operating budget, but some of it is reflected in two capital projects including $2 million for broadband expansion and $2.5 million for the county’s Main Street revitalization program.
