County Executive Anthony J. Picente Jr. announced today that a collective bargaining agreement has been reached between Oneida County, the Sheriff’s Office and Council 82 Local 1249 that includes salary and vacation increases and retiree health insurance expansion for correction officers.

“This agreement reflects Oneida County’s continued commitment to responsible fiscal management and to the dedicated men and women of our Sheriff’s Office Corrections Division who perform one of the most challenging jobs in public service,” Picente said. “Our corrections officers work every day to maintain safety, security and professionalism within the Oneida County Jail. Through good-faith negotiations, we were able to reach a fair collective bargaining agreement that recognizes their service while protecting the interests of taxpayers. I thank Sheriff Maciol, Council 82 Local 1249 President Luis Roman and all of those who worked diligently throughout this negotiation process to come to this resolution.”

The four-year agreement covers the period of Jan. 1, 2026 through Dec. 31, 2029 and still must be ratified by the Onieda County Board of Legislators. It includes the following:

  • A $10,000 increase to the salary of starting employees and elimination of a training salary period, so that new members begin at $58,000 per year
  • Salary increases for J & C scale titles
  • Expansion of retiree health insurance coverage
  • Increase in shift differential pay
  • A $1,000 increase to the longevity incentive to $6,000 for 25 years of service
  • Improvement to meal allowance program
  • Changes to operational efficiencies

“The ratification of this contract is great news for not only the current members of the Sheriff’s Office but also our future members,” said Sheriff Robert Maciol. “I would like to thank County Executive Picente and his team along with Council 82 Local 1249 President Luis Roman and his team for their commitment and dedication as we worked diligently through this process. I am grateful that this contract addresses the critical needs of our Corrections Division as we continue to always prioritize the recruitment and retention of our valued members who put their lives on the line every day.”

Negotiations began June 2025 and Local 1249 approved the agreement by a vote of 68-50 on Feb. 26, 2026.

The County negotiation team was comprised of County Executive Picente, Sheriff Maciol, Undersheriff Joseph Lisi, Chief Mark Kinderman, Budget Director Tom Keeler, Personnel Commissioner Chuck Klein and James Roemer of Roemer Wallens Gold & Mineaux.

"I’m pleased to announce that our members have ratified an excellent new contract with the County of Oneida and the Sheriff, one that delivers meaningful wage increases, stronger benefits and improved working conditions reflective of the dedicated public safety our workforce provides every day,” said Luis Roman, President of Council 82 Local 1249. “This contract is a testament to the mutual respect between our union and the employer. We're grateful for, and we respect and value the support from County Executive Anthony Picente Sheriff Robert Maciol and the Oneida County Legislature. Their leadership ensures that our members can continue serving the community with the compensation and support they deserve and have earned. We look forward to building on this very positive foundation in the years ahead to highlight the benefit for working for Oneida County.”

The collective bargaining agreement will be voted on by the Board of Legislators at its March 11, 2026 meeting.
