Picente Appoints New Emergency Services Director and STOP-DWI Coordinator
County Executive Anthony J. Picente Jr. announced today that he has appointed Francis Manfredo as Director of Emergency Services and Daniel DeLuke as STOP-DWI Coordinator.
“Francis Manfredo and Daniel DeLuke are outstanding choices to lead these critical functions for Oneida County,” Picente said. “Fran brings decades of hands-on experience in fire, law enforcement and emergency management, along with a strong academic background that will serve our residents well. Dan has demonstrated leadership in emergency response, operations and public outreach, and his diverse skill set makes him well suited to advance our STOP-DWI mission. I am confident that both will excel in their new roles and continue our commitment to public safety.”
Manfredo and DeLuke assume their new roles on Jan. 5, 2026.
Manfredo has extensive experience in public safety, having served 23 years with the Utica Fire Department as an assistant chief, captain and lieutenant, and 20 years in law enforcement, including 17 years as a police officer with the New Hartford Police Department. He also spent nine years as director of campus safety at Hamilton College and has operated an international private investigation agency for the past eight years.
He received a master’s degree in public administration from Marist College, a bachelor’s degree in fire services administration/emergency management from SUNY Empire State University and associate degrees in criminal justice and liberal arts from Mohawk Valley Community College. Manfredo is a 1983 graduate of John F. Kennedy High School in Utica.
“I am honored to serve as the Director of Emergency Services and grateful to County Executive Picente for the opportunity to work alongside the dedicated professionals who protect our communities every day,” Manfredo said. “Together, we will continue building upon the strong foundation already in place to support the safety and well-being of all Oneida County residents.”
DeLuke served as a lieutenant in the New Hartford Volunteer Fire Department for five years and spent four years as quartermaster and full-time EMT at Central Oneida County Volunteer Ambulance. He has worked for the past four years as a marketing manager for the Steet Ponte Auto Group. He is also a licensed drone pilot.
DeLuke is a 2017 graduate of New Hartford Senior High School.
“I’m honored and thankful to County Executive Picente for the opportunity to serve as Oneida County’s Stop DWI Coordinator,” DeLuke said. “I’m looking forward to working closely with our local law enforcement agencies and community members to raise awareness around the dangers of impaired driving and to strengthen prevention efforts that help keep our roads and communities safe.”
Manfredo replaces Edward Stevens who retired from the position in August after serving five years as director of emergency services.
DeLuke replaces Eric Townsend who resigned in July after serving three years as STOP-DWI Coordinator.
The duties of both positions have been temporarily overseen by personnel within the Department of Emergency Services.
