The office of the Oneida County Clerk is mandated by the State Constitution. The Clerk is an elected official representing all of Oneida County.

Clerk's Office Message

With my four years of experience now as the Oneida County Clerk, I wanted to share with Oneida County property owners what my office of the Registrar has advanced regarding real property security services.

For several years now, our data provider, IQS, and the Oneida County Clerk’s office have offered the Fraud Alert Service. This is a free digital alert system that has been in place for the past several years. It is open to every Oneida County homeowner/citizen with easy access for everyone. Notifications are made within 24 hours of any recording/filing made in the Oneida County Clerk’s office.

Fraud Alert Highlights

  • Proactive Early Warning: The system immediately sends an email or text notification whenever a document (such as a new deed or mortgage) is filed against a homeowner’s name or address.
  • Zero Cost: Unlike expensive "title lock" subscriptions heavily advertised on television, these county programs are 100% free to use.
  • Peace of Mind: Homeowners are empowered to monitor their most valuable financial asset and can act immediately if they spot fraudulent activity.
  • Protects Vulnerable Family Members: Users can easily register multiple names to monitor filings on behalf of elderly parents, family trusts, or other relatives
  • We have implemented easier access via QR codes throughout our offices, as well as several links to the free access across all government web pages.

Since deed and title theft is on the rise across the country, I have made several changes within the County Clerk’s office that positively impact homeowners and businesses in Oneida County. In 2019, NYS enacted NY Prop 291 to provide notification when a conveyance of residential property is recorded. The County Clerk or Registrar must send a notice to the property owner of record when such a conveyance occurs. When I took office in 2023, the conveyance notices in Oneida County were sent once a month, or every thirty days. Under my direction, our office now sends the notifications daily, reducing the time the property owner is notified of any real property conveyance. In addition. My office goes above and beyond the statute, by not only notifying residential owners, but also currently notifying commercial property owners as well. Oneida County does not charge the NYS statute allowed mailing fee of $10.00, for this real property service.

These commonsense changes are a small example of what my staff and myself implement repeatedly to serve Oneida County and its residents. Providing an early warning against potentially fraudulent activity, these services allow property owners to monitor their names in a very timely manner, before lasting damage is done.

Scam Alert - Texts messages from NYS DMV stating FINAL PAYMENT NOTIFICATIONS for Unpaid Traffic Citations with traffic law noted are NOT legitimate. NYS Dept of Motor Vehicles will never correspond via text, but will correspond only via email. Please do not click on the Pay Now link, as this is a scam.

  • We accept in-person filings/recordings up to 4:15 pm daily

The Office of the Oneida County Clerk is charged with four main functions:

  • Office of the Registrar – Filing official documents, including Oneida County land records and court records.
  • Department of Naturalization – Offers many services, including notary, commissioner of deeds, passport, naturalization services, and our most popular program, our passport photo service.
  • Department of Motor Vehicles with offices in Utica and Rome.
  • Regional Records Center – Cares for Oneida County's historical documents. This office houses several services geared toward historical research.
