Overview
Oneida County’s Mobility Management Program aims to improve transportation access by helping agencies, service providers, and community partners better understand, coordinate, and utilize existing regional transportation resources. The program does not operate as a transportation provider, dispatch center, or public call center. Instead, it serves as a coordination and planning resource, focusing on identifying mobility gaps, enhancing information sharing, and supporting practical solutions for residents facing transportation barriers. The program promotes a regional approach to mobility by collaborating with public transportation providers, human service agencies, nonprofit organizations, government departments, healthcare partners, senior service providers, disability service organizations, workforce partners, and other community stakeholders. Its aim is to support rural public transportation coordination by helping government agencies, nonprofits, and community partners identify existing transportation options, document where current services do not meet community needs, and develop coordinated strategies that improve access to jobs, healthcare, groceries, education, social services, and other essential destinations.
The Mobility Management Program is supported through the FTA Section 5311 program, which focuses on rural public transportation that is available to the general public. The program is designed to strengthen rural mobility in Oneida County by improving coordination among transportation providers, human service agencies, nonprofit organizations, and public partners. While the program supports general public transportation needs, it also recognizes that older adults, people with disabilities, low-income residents, individuals without access to a vehicle, and those who need help navigating available services often face the greatest mobility barriers in rural communities. The program works to improve transportation information, identify service gaps, and support coordinated strategies that make rural transportation easier to understand and use.
